China customs registration gives a mainland legal entity the authority to import and export goods in its own name. For trading WFOEs and manufacturing WFOEs that handle cross-border shipments directly, it is a mandatory step beyond the business licence. Without it, the entity cannot act as importer or exporter of record, declare goods through customs, or access export VAT refund mechanisms available to general VAT taxpayers.
Registration is handled through the General Administration of Customs (GACC) and linked filings with the Ministry of Commerce (MOFCOM) and, where applicable, inspection and quarantine authorities. Day-to-day declarations are processed through the China Electronic Port system using an entity-specific IC card.
Once your WFOE is legally established with the correct business scope, bank account, and registered address, the full customs registration procedure typically takes approximately three to ten working days, depending on local customs workload and dossier completeness.
Who needs customs registration
Trading WFOEs (often structured as foreign-invested commercial enterprises, or FICE) must obtain customs registration before they can import or distribute goods in China or export from China as the legal exporter of record.
Manufacturing WFOEs that import raw materials or components, or export finished goods directly, also require registration even if their primary activity is production. Service-only WFOEs and representative offices cannot obtain Import-Export Rights and must use licensed trading partners or distributors for physical goods movements.

What Import-Export Rights include
Successful registration results in a customs registration certificate and import-export licence, collectively referred to as Import-Export Rights. These allow the entity to declare imports and exports, receive and remit foreign exchange in connection with trade, and participate in China’s customs and tax systems as the trading entity.
For exporters registered as general VAT taxpayers, Import-Export Rights are also the foundation for export VAT refund claims on qualifying outbound goods. VAT status and customs registration should be planned together before the first export shipment.
Step-by-step registration process
Customs registration is sequenced after WFOE establishment. The typical workflow runs through several authorities, each building on the previous step.
- GACC customs registration: apply for the customs registration certificate and import-export licence at the local customs district covering the entity’s registered address.
- MOFCOM foreign trader operator filing: complete the foreign trade operator record filing required for entities engaged in import and export.
- Inspection and quarantine registration: register with the relevant entry-exit inspection authority where product categories require it (common for food, agricultural goods, and certain regulated imports).
- China Electronic Port: obtain the E-port IC card, software, and card reader linked to the China Electronic Port system for online declaration and status tracking.
Local customs districts may request additional clarifications on business scope, warehouse address, or product categories before issuing the registration certificate. Incomplete scope on the business licence is a frequent cause of delay.

Applications are submitted after the WFOE business licence, company chop, and bank account are in place. Authorities verify that the entity’s approved business scope includes the import, export, or trading activities you plan to conduct.

When closing a WFOE, customs deregistration must be completed alongside tax, banking, and SAMR cancellation. Outstanding declarations, bonded inventory, or refund claims should be settled before the customs record is closed.
